In some versions of the mythos I've read about, the eagle and Nidhogg are bitter enemies, and Ratatoskr facilitates this rivalry in their messages as they run up and down the tree. Ratatoskr was a Squirrel who ran up and down Yggdrasil, from the unanmed Eagle down to Nidhogg. This is why he's the villain of the Dragonsong War. His name means curse stricker or to strike with malice. Nidhogg was always a dragon he knaws at the roots of Yggdrasil. Since either way, he's based on SOME eagle, this is likely why he has feathers. I do believe the dev team was likely going with this idea (it helps better explain the whole Hraesvelgr/Nidhoog/Ratatoskr dynamic).
There is also an unnamed eagle who sits atop the world tree, Yggdrasil some versions of the mythos have this eagle and Hraesvelgr as one and the same. His name means "Corpse Swallower", which rings true in this universe with the fate of the original Shiva. Hræsvelgr was a giant who took the form of an Eagle, whos wings are the source of the wind (Moghan may reference this when your audience is delayed because the current state of the winds means that Hraesvelgr isn't home).
